Read full methodology →PandiBet – New Anjouan white-label casino, terms still unreconciled
PandiBet launched in 2026 on a white-label casino platform, and its licence is the easiest part of the file to confirm: the footer prints Anjouan licence ALSI-152312007-FI3 beside a seal that returns valid, and the regulator's public register lists pandibet.com on that licence, held by IncorPlay Limited under a class that includes white-label operation. What the register cannot say is who runs this particular site, and the site does not say either: the terms refer only to a company they never name, with no registration number and no address. The licence expires on 11 December 2026, five weeks after this review. The contract is the harder read. It was drafted for another regulator, citing Curaçao's authorities for its exclusion list and Curaçao's courts for disputes, and it contradicts the site's own withdrawals page on the minimum and the fee. Underneath the contradictions sit three clauses that decide most outcomes: a 10× deposit turnover before any withdrawal, a €250 minimum withdrawal, and a €500 ceiling on withdrawals for anyone whose deposits total less than €500, with the excess voided. New brands deserve patience on paperwork. These clauses are not paperwork.

THE €500 LINE
One clause decides what a small depositor can take out. Under §2.4.2.1, a player whose deposits total less than €500 can withdraw at most €500, and any winnings above that are voided. Combine it with the 10× turnover and the €250 minimum in the same terms: a player who deposits €50 must wager €500 before withdrawing anything, and can then take out between €250 and €500, whatever the balance shows. The line is not a target. Do not deposit more to clear it. Ask support in writing which minimum and fee apply, and whether the €500 cap is enforced, and keep the reply.
A crash-and-slots lobby, no sportsbook yet
The lobby is a standard aggregator build: slots, a crash-games section, live casino, table and virtual games, with the slot front page leaning on Play'n GO and Nolimit City and Aviator at the top of the crash list. The operator puts the catalogue above 13,500 titles, a figure we did not count, and names Pragmatic Play, Evolution, Hacksaw, Relax and Red Tiger among its studios. The page title advertises sports betting. There is no sportsbook yet. The welcome-bonus screen lists one studio's titles while claiming every game is eligible, so check the bonus terms in your own account before relying on that line. Around the games sits the platform's retention layer — a points shop, tiers, achievements and a referral scheme — with an app linked from the footer. No independent desk has tested the game feeds: the brand is too new to have a record at any of the major complaint desks or review platforms, which is a blank, not a verdict.
Two documents, two answers to every cashier question
The cashier sits behind registration; the footer shows cards, Apple Pay, Google Pay, Revolut, bank transfer, Bitcoin and USDC, and deposits start at €20 from accounts in the player's own name (§2.2.2). Withdrawals are where the documents disagree. On the minimum, the general terms say €250, reducible to €50 by VIP level (§2.4.1), while the site's withdrawals page says €100. On fees, the terms set 3%, decreasing by VIP level (§2.4.2), while the withdrawals page promises “absolutely no withdrawal fees”. Until the operator reconciles them in writing, the contract is the document a dispute will be decided on. Two clauses apply whichever page is right. Every deposit must be wagered ten times before any withdrawal (§2.4.1.1) — the heaviest anti-money-laundering turnover we have on file, where once is the norm. And a player whose deposits total less than €500 can withdraw at most €500, with winnings above that voided (§2.4.2.1). On suspicion, the casino may also limit a withdrawal to three times the last deposit (§2.4.2.2). Above those floors the ceilings are high, from €15,000 a day to €150,000 a month by VIP status, with weekly winnings limits by VIP level on top. The withdrawals page promises crypto within two hours of verification, processed on weekdays between 09:00 and 19:00 CET, and cards or bank within 24 to 48 hours; the terms allow two to five business days, and up to 30 during an investigation.
Verification precedes any payment: ID, proof of residence under three months old, copies of the payment cards used with the middle digits masked and, on request, source of funds (§2.1). Documents expire after six months, and random audits can run twice a year (§2.4.9). The withdrawals page asks for crypto verification within 12 hours and card or bank verification within 24. Idle accounts turn inactive after six months and pay €5 a month, with a warning e-mail in month five (§2.1.12). The closure clauses contradict each other: §2.6.1 declares “all remaining balances non-refundable” when an inactive account is closed, §2.6.2 lets the player withdraw, and §10.6 promises a refund of the total balance. Chargebacks forfeit winnings, and a win of €3,000 or more gives the casino the right to use the winner's name and image (§2.5.1). The welcome bonus is 125% up to €500 from a €20 first deposit, at 30× wagering whose base is not printed, with a €20 maximum bet and a €1,500 cashout cap; no validity period is stated, and real balance is played first, which reads as a non-sticky bonus. The arithmetic depends on the €500 clause. A €400 deposit brings €500 of bonus and, at 30× the bonus, €15,000 of wagering at no more than €20 a spin; the bonus terms then cap the cashout at €1,500, but the general terms cap a player with under €500 in lifetime deposits at €500. Second and third deposits carry 75% and 100% up to €500, and weekends add 50% reloads and a 10% cashback, none with terms printed on the promotion cards. Withdrawing with an active bonus cancels the bonus and its winnings (§2.4.12), and a single bet above 30% of the deposit or bonus on low-volatility games counts as irregular play (§2.4.3).
Weekday chat, no named referee
Live chat runs Monday to Friday, 08:00 to 23:00 CET, and closes at weekends; e-mail goes to [email protected], and there is no phone line. The site runs in eleven languages and links an app from the footer. Complaints go to support first and, under §7.2, can be escalated to the competent authorities through the same inbox. No ADR body or regulator address is named, and a complaint must be raised within seven days (§7.4), with the casino's server records prevailing. Governing law and courts are Curaçao's (§15.3), a jurisdiction that did not issue the licence. Responsible-gambling tools are partly self-service: a Pause button and deposit or wager limits in the profile, plus self-exclusion for a minimum of six months. Limit increases wait seven days, while decreases apply at once. Funds stay withdrawable after self-exclusion (§4). That deserves credit. The footer works against it in one link. Beside a contract that bans VPN use outright (§2.1.2), the site publishes a page titled “VPNs Recommended for PandiBet”, naming providers and the countries to connect through. A player who follows that page breaks the contract it sits under, and the terms say withdrawals cannot be guaranteed after a breach.
Who this casino is for
A real licence over an unfinished contract.
MAKES SENSE IF
- You value a licence you can verify yourself on the regulator's register.
- You play in crypto and have read the withdrawal clauses before depositing.
- You want a fresh crash-and-slots lobby with live tables and can wait for the operator's answers.
LESS GOOD IF
- You deposit small: under €500 in lifetime deposits, withdrawals cap at €500 and the excess is voided.
- You want to cash out modest wins — the terms set a €250 minimum after a 10× turnover.
- You need weekend support or a named dispute body.
Two documents, two regulators
Start with what can be proven. The regulator's public register lists ALSI-152312007-FI3 as valid, held by IncorPlay Limited, issued 12 December 2023 and expiring 11 December 2026, with pandibet.com among nine domains; the footer prints the same number, and the seal returns valid. That is a clean licence chain for the domain, and few new brands arrive with one. The licence class includes white-label operation, which is the detail that matters: a master licence of this kind covers client sites run by other companies, and nothing on pandibet.com says whether IncorPlay runs this one or lends its licence to someone who does. We record IncorPlay as the licensee of record, not as the operator. The expiry date is close. Anjouan renewals usually keep the number and move the date, and we will re-read the register in the week of 11 December; until then the licence is valid, and the reader should know when it ends. The contract was written for a different regulator. Its exclusion clause defers to the Central Government of Curaçao and to Curaçao's offshore financial authority, and its governing-law clause sends disputes to Curaçao's courts (§15.3). It also claims player funds sit in segregated bank accounts — a commitment the Anjouan licence does not require and nothing on the site evidences. A template reused across islands is common in this segment. It is still the document a player's dispute will be read against.
No flag. Our two-tier policy flags an anonymous operator that misrepresents its licence, or documented harm. Half of the first test is met — the operator is unnamed — but the licence it shows is real and names the domain, and the brand has no complaint record at all. What the file carries instead is a contract that, read as written, works against the small depositor. The €500 ceiling under §2.4.2.1 voids winnings above €500 for anyone whose deposits are below that figure, and the €250 minimum behind a 10× turnover makes even the first withdrawal expensive to reach. Afterwards, a seven-day complaint window and no named ADR leave little road. Some of this may be template residue — the withdrawals page already contradicts two of the clauses — and the footer promises 14 days' notice before any change to the terms takes effect, so a correction would be visible. Four fixes would change this review: an operating company named in the terms, a renewed licence, one minimum and one fee across every page, and an ADR body named. The seal names Anjouan; the contract still answers to Curaçao.

FAQ — PandiBet review
Is PandiBet licensed?
Yes. The footer prints Anjouan licence ALSI-152312007-FI3 beside a seal that returns valid, and the Anjouan regulator's public register lists pandibet.com on that licence, held by IncorPlay Limited and valid until 11 December 2026. The licence is a white-label class covering nine domains, and the site does not say which company operates this one. We will re-check the register in the week it expires.
Is PandiBet safe to play at?
The licence is real; the contract is the risk. As written, the terms require a 10× deposit turnover and a €250 minimum before any withdrawal, and cap withdrawals at €500 — voiding the rest — for players whose deposits total less than €500. There is no named dispute body and only seven days to complain. The brand has no complaint record yet, good or bad. Read the withdrawal clauses before depositing, and get the operator's answer on the minimum and the fee in writing.
Who owns PandiBet?
The site doesn't say. The terms name no company, and the footer names only the licence. The regulator's register shows the licence held by IncorPlay Limited under a class that includes white-label operation, so IncorPlay may run the site itself or license it to a client. We list IncorPlay as the licensee of record and will update when the operator identifies itself.
How fast are PandiBet withdrawals?
The withdrawals page promises crypto within two hours of verification, processed on weekdays between 09:00 and 19:00 CET, and cards or bank within 24 to 48 hours; the terms allow two to five business days, and up to 30 during an investigation. Before the first withdrawal, every deposit must be wagered ten times. We have not timed a withdrawal here.
Does PandiBet charge withdrawal fees?
The documents disagree. The terms set a 3% fee, decreasing by VIP level, and a €250 minimum, reducible to €50 by VIP level; the withdrawals page promises no fees and a €100 minimum. The terms are the document a dispute would be decided on, so ask support which figures apply to your account and keep the answer.
What is the PandiBet welcome bonus worth?
125% up to €500 on the first deposit, from €20, at 30× wagering with a €20 maximum bet and a €1,500 cashout cap; the base of the wagering and the validity period are not printed, and real balance is played first. A €400 deposit brings €500 of bonus and, at 30× the bonus, €15,000 of wagering. For a player with less than €500 in lifetime deposits, the general terms cap any withdrawal at €500, below the bonus's own cap.
Which countries can play at PandiBet?
The terms exclude a dozen countries and six island territories by name, plus FATF-blacklisted and sanctioned states, and forbid VPN use, with withdrawals not guaranteed after a breach. Ignore the site's own VPN page: following it would break the contract. Check your own market's law before registering.
How we checked this casino
This casino has not been tested by our staff. Verify operator terms, payment conditions, and KYC requirements on the casino's website before signing up.
The short version
Pass on it until the contract matches the site — the licence is valid and verifiable, which many new brands cannot say, but the company behind the site is unnamed and the licence ends in December unless renewed. Read as written, the contract turns small deposits into small ceilings, with a €500 cap that voids the excess and a 10× turnover before any withdrawal. When the terms and the withdrawals page agree, we will read them again. Not before.
